首先一位名叫EldersJavas的用户，在Quilt加载器(可以视为一个Farbic的分支加载器)的github上提起了一个issue，请求官方能将BakaXL启动器加入到该网站，该启动器的官网作为推荐启动器出现。原文如下​

I loved Quilt Loader and I found one of a third-party Minecraft Launcher "BakaXL" that I used mostly has support Quilt installation as soon as they hear Quilt project.
So after asking their developers, I would like to recommend Quilt Homepage and Docs add "BakaXL" as one of the third-party Minecraft Launcher that support Quilt.
They have currently working on English support for their website, but English localization has already finished inside Launcher itself.
Anyway, If you allowed, I'll write the tutorial as fast.

The list of launchers on the site are known to be safe, and are very popular in the western Minecraft modding community. We do need to be careful what launchers we add to the site and, while the launcher you linked does look nice, we don't have anyone on the team that both speaks Chinese and is qualified to audit an unfamiliar launcher.
While we appreciate why this can be frustrating, we'd prefer to be careful -- none of us are familiar with this launcher or the communities where it's used, so we can't vouch for its safety.

I'd like to, but I honestly have no idea where to begin with that. If you have any ideas, feel free to open a new issue.

Excuse me. In fact, BakaXL has a fully functioning i18n system powered by the community, not only in Chinese.

That doesn't really change anything - we don't have any trusted users making use of your launcher, and it would be risky for us to recommend a piece of software we're not familiar with. Ultimately, users trust us not to link to software we don't explicitly trust, so it's very unlikely a launcher that's newer or unknown in the West will be added to the site.
The most I can do is to ask @leocth to look into it for now.

I'm sorry to inform you that, due to QuiltMC's stance against piracy, we cannot support launchers that enable players to play in offline mode without authentication. The rationale behind this is that launchers like this allow users to play the game in offline mode without purchasing the game itself, which for us constitutes as a form of piracy.
While we appreciate this practice is widespread and acceptable in China, Quilt, whose members are primarily located within the United States and the European Union, has no choice but to avoid endorsing projects with said feature, in order to remain legal and legitimate in accordance to American and European copyright laws. Hi, I am the author of the BakaXL Launcher.
Protecting the player who has purchased a legit copy of Minecraft is one of the core principles of our design.
Back when BakaXL was in the planning stage, we designed a copyright protection system preventing players outside of the China Administration zone from being able to launch Minecraft without purchasing a legit copy. (The partnership between NetEase and Microsoft/Mojang Studio allows players in China to enjoy Minecraft: Java Edition and Bedrock Edition for free.)
So, how does this system work? BakaXL Launcher simply does not allow users who are physically in America, Europe, or any country/region in the world where the "DMCA Act." is in effect.
BakaXL Launcher will not provide the option to launch Minecraft with offline authentication to users described above.
But just like Official Minecraft Launcher or MultiMC, in order to use offline authentication, users must have previously logged into their Mojang account or Microsoft account that has a valid copy of Minecraft.
I believe that @leocth might not take a closer look or perform any research before making that comments, which is unprofessional, and makes the result frustrating.
BakaXL was aims to become the bridge between western and eastern Minecraft modding communities. We have always been listening to the suggestions and requests from our users, providing localization and many exciting features such as CurseForge/Modrinth support, Virtual LAN Game, Disable Minecraft Chat Report without modding the game, and becoming the first Minecraft launcher in China that fully supports Quilt Loader.
Without detailly knowing of BakaXL and its features, curtly making those comments and drawing the above conclusions, may adversely affect the communication between Minecraft's eastern and western community groups and lead to division and bias, which I believe is inappropriate.

总结该，启动器是在中国大陆境内支持离线模式，因为网易与Mojang studio以及微软的合作关系才可以免费游玩呢，但如果IP检测到在美国/欧盟或者其他任何可以收到DMCA法案的行政管辖区域不允许使用离线模式。而且BakaXL努力成为东西方Minecraft玩家社区之间沟通的桥梁，努力推进国内社区国际化。而且对该社区管理的错误论断作出了否认。
最后这个issue被关闭了，而是那个最原先的用户提出关闭的，后来在BakaXL的内部Insider群内，我们讨论了该事件认为该用户有点过于擅自主张，但是后来想也觉得这是推进启动器国际化的一种社区良好氛围，所以说大家都不想去追究。

不同意结果并不是对我们的问题跟踪器进行跟踪的好理由。

最初提交此问题的人直接在 Discord 上与我联系，他们要求删除此问题。

Disagreeing with a result is not a good reason to dogpile our issue tracker. I'll unlock this once we've had time to look into this further.

I was contacted directly on Discord by the person that originally submitted this issue, and they've asked that this issue be deleted. Because of the nature of GitHub issues, removing the issue doesn't really serve any purpose other than trying to hide what happened. This would just result in one of us approaching the subject again without the context within the issue - which will waste time and cause further problems. While the author has retracted their interest in having BakaXL added to the site, we weren't done here, and this issue being abandoned by the author doesn't mean that we won't look into BakaXL again and add it to the site later on, if our research deems it to be a good idea. Regardless, we appreciate everyone's interest on seeing this happen - I've been thinking about users from other cultures recently, so we may end up figuring something out further down the line.

对于BakaXL的合法性
有些人可能认为他是钻了这个法案的空子违反了版权法，但是我认为在中国大陆境内网易我的世界已经成为代理商，这意味着我们可以在国内玩到免费的游戏，而如果你去国外，则会得到该法案所在地方的禁止。这是属于地区限制，而我认为这不应该是属于一个通用的管辖限制。当然我认为这也是一个推进国内社区发展的一个好的机会，因为一部分玩家没有足够的金额或没有方式去支付正版的费用。所以才迫不得已使用这种"曲线救国"的方式进行游玩。个人认为是没有任何问题的，这可能是这个加载器官方在找茬罢了。
对于提出问题的用户
我个人认为是没有问题的，但是在初期它自己代表了启动期的意见，我们认为它有点夸大了，将自己的身份放的太太高了，而且该用户并不在内部群“Insider预览计划”内。
总结一下国内的玩家该玩的还是继续，玩没有任何的问题，除非官方出来声明对这个事件进行表态，但是我认为官方是不会对这个事件表态的，他可能就会让这个事情挥挥手过去罢了，所以说为了社区的良好发展，由我们说话量力而行，身体力行为社区作出贡献。

实际上这个加载器也是作为免费来被使用的
因为在美国或者欧盟等受到可以收到"DMCA法案"的地方，是禁止此类游戏作为盗版产物出现的。而在中国大陆境内提供离线模式，也是作为对网易我的世界代理不足的一个补充也是填充了国内社区环境不足。
